Reporting to the Safety and Environment (SHE) Manager, the SHE Advisor will ensure ongoing compliance of the Gloucester site with relevant Unilever SHE guidelines, National and European SHE legislation. They will provide support and advice to the operational and technical teams on site as required. The SHE Advisor will manage the site’s Safety Management system. And wherever possible seek to implement best practice SHE management for all areas of site, aligning with the UK business.
The SHE Advisor will support and deploy the occupational safety strategy for site, oversee all accident and incident investigations, manage the safety inspection program and maintain the risk assessment library. They will provide specialist advice and guidance in expert areas of DSEAR, hazardous substances, process safety, risk control and risk reduction. The SHE Advisor is a team member of both the Safety & Environment pillars under the site World Class Manufacturing (WCM) program.
The SHE Advisor is required to support the Energy Sustainability and Compliance function with contact with the Environment Agency managing the sites Environmental Permit, and ensure ongoing duty of care compliance and that brand protection is maintained and enforced for all applicable waste streams onsite.
Key areas of accountability
Support the site SHE Manager in making the Leadership Team aware of their legal obligations and to monitor site compliance with all relevant SHE legislation.
Advise on the implications of existing and forthcoming National and EU Health, Safety and Environmental legislation and to recommend methods of implementation.
Lead ongoing surveillance and re-certification audits and formal management reviews as required.
Prepare and coordinate annual internal audit plans to meet Unilever standards and chair steering group meetings.
Ensure legal compliance audits are conducted as per the agreed UK audit schedule and ensure appropriate actions are implemented in a timely fashion.
Monthly submission of OS & EPR data.
Coordinate annual submission of the SHE Positive Assurance Review (PAR) including any required action plans to address areas of non-compliance.
Maintain the site emergency plan including training and updates.
Support Focussed Improvement (FI) meetings to approve proposed FI changes / improvements.
Manage on the Company’s behalf Employer Liability and Third Party insurance claims arising from Safety or Environmental incidents, including timely response to information requests from claimant’s legal representatives.
Work closely with Site Training Manager regarding the SHE training master plan
Raising and receipting purchase orders as required, processing any DCIW queries.
Maintain necessary technical information required by site to undertake its statutory requirements.
Deliver and evaluate the Safety element of new starter and refresher induction sessions in association with the site Training Manager.
Deputise for the SHE Manager as required.
Ensure Company safety policy, rules and procedures are understood and followed in all areas.
Supporting incident and accident investigations in the Sourcing Unit where required and ensuring appropriate records are maintained and that all learning’s are cascaded across the factory.
Provide support to Operational and Technical teams in carrying out Manual Handling, Task Based Risk and COSHH assessments when requested.
Maintain the assessment database, helping to ensure all risk, COSHH and Manual handing assessments are current and ensure they are updated as required.
Maintain site Material Safety Data Sheet (MSDS) database in association with COSHH duty holder.
Support implementation of the Unilever Behavioural Safety strategy, including performing regular safety conversations and provide analysis and feedback on the deep compliance audits.
Support the management, investigation and documentation covering any Safety incidents which occur on site, including timely reporting of all accidents and incidents covered under RIDDOR via the HSE portal
Review and collate all minor and reportable accident information, identify and track corrective actions and root causes.
Preparing for and participating where required in various SHE committee meetings, including writing relevant meeting minutes.
Coordinate the annual safety inspection plan, review and file all inspections as required.
Participate in safety improvement project groups, providing advice and guidance as required.
Oversee and coordinate statutory risk assessments / inspections / notifications required for site including fire and explosion (Regulatory Reform & DSEAR), LEV, control of Legionella, noise, Lifting Operations (LOLER), machinery safety (PUWER), Ionising Radiation, Magnetic Fields, and CDM.
Oversee the management and administration of the Unilever fleet risk management system for safe driving together with site Administrator.
Maintain site calibration contact for portable gas detection and radiation monitoring equipment.
Participate in UK SHE community of practice meetings.
Support the SHE Manager in the deployment of the WCM Safety pillar.
Ensure strong working relationships with OH department.
Support investigations into all possible WRIH cases.
Provide support/training in specific health areas such as safe manual handing/risk assessment/accident investigation etc.
Support health initiatives on site.
Deputise for the SHE Manager and Energy, Sustainability and Compliance lead to:
Ensure ongoing compliance with Environmental Permit operating requirements.
Manage relationships with Environment Agency and Utilities Providers.
Undertake all necessary submissions to the Environment Agency including quarterly, annual and pollution inventory reporting
Co-ordinate any permit variations and enabling activities.
Ensure ongoing compliance with the hazardous waste regulations.
Represent Gloucester SU in Waste management contract tenders as required.
Undertake necessary duty of care audits on waste facilities as required.
Management of any Environmental incidents which occur on site.
Coordinate annual environmental objectives, targets and plan. Work closely with the European Refreshments Category to implement sustainability improvement programs.
Compile site waste records, review and authorise monthly waste management Information packs.
Submit required FHC utilities information.
Collate information required by the Producer Responsibility Obligations (Packaging Waste) Regulations.
Submission of annual CCL submissions.
Chair the sites Environment & Sustainability Steering group.
Support the Sustainability and compliance engineer in deployment of the WCM Environment pillar.
Skills / Experience
Minimum NEBOSH Level 3 Certificate in occupational health and safety or equivalent (NEBOSH Level 6 Diploma preferred).
Environmental qualification (eg, IEMA certificate) or relevant experience.
Ability to influence and engage with people at all levels of the business.
Computer literate - Word/Excel/PowerPoint/Outlook.
Demonstration of continual professional development.
The ideal candidate will have gained experience as a SHE professional in a manufacturing environment and hold a relevant undergraduate degree (scientific or engineering preferred).
A good basic knowledge of OHSAS 18001, ISO 14001 and WCM are advantageous.
